General Rules & Procedures for Public Participation at
City of Boynton Beach Commission Meetings
The Agenda:
There is an official agenda for every meeting of the City Commissioners, which determines the order of business conducted at the meeting. The City Commission will not take action upon any matter, proposal, or item of business, which is not listed upon the official agenda, unless a majority of the Commission has first consented to the presentation for consideration and action.
- Consent Agenda Items: These are items which the Commission does not need to discuss individually and which are voted on as a group.
- Regular Agenda Items: These are items which the Commission will discuss individually in the order listed on the agenda.
- Voice Vote: A voice vote by the Commission indicates approval of the agenda item. This can be by either a regular voice vote with "Ayes & Nays" or by a roll call vote.
Speaking at Commission Meetings:
The public is encouraged to offer comment to the Commission at their meetings during Public Hearings, Public Audience, and on any regular agenda item, as hereinafter described.
City Commission meetings are business meetings and, as such, the Commission retains the right to impose time limits on the discussion on an issue.
- Public Hearings: Any citizen may speak on an official agenda item under the section entitled "Public Hearings."
- Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Commission - Time Limit - Three (3) Minutes.
Regular Agenda Items: Any citizen may speak on any official agenda item(s) listed on the agenda after a motion has been made and properly seconded, with the exception of Consent Agenda Items that have not been pulled for separate vote, reports, and presentations. - Time Limit - Three (3) Minutes.
Addressing the Commission: When addressing the Commission, please step up to either podium and state your name for the record.
Decorum: Any person who disrupts the meeting while addressing the Commission may be ordered by the presiding officer to cease further comments and/or to step down from the podium. Failure to discontinue comments or step down when so ordered shall be treated as a continuing disruption of the public meeting. An order by the presiding officer issued to control the decorum of the meeting is binding, unless over-ruled by the majority vote of the Commission members present.
Please turn off all cellular phones in the City Commission Chambers while the City Commission Meeting is in session.

D. Proposed Resolution No. R26-153- Authorizing the City Commission to set rates, fees, and charges for Water, Wastewater, Stormwater, and Reuse Water, for the upcoming Fiscal Year 2026-27. Tabled at the September 8, 2026, City Commission meeting.
Staff recommends approval of Proposed Resolution No. R26-153.
E. Public Hearing and Approval of Proposed Resolution No. R26-163, a Resolution of the City of Boynton Beach, Florida, Adopting a Final Millage Rate for the City's General Operating Fund for the Fiscal Year Beginning October 1, 2026, and Ending September 30, 2027; Providing that the Final Millage Rate of 7.4257 Mills is Equal to the Rolled-Back Rate of 7.4257 Mills; Providing for Severability, Conflicts, and an Effective Date. Public Hearing and Approval of Proposed Resolution No. R26-164, a Resolution of the City of Boynton Beach, Florida, Adopting a Final Budget for the Fiscal Year Beginning October 1, 2026, and Ending September 30, 2027; Providing for Severability, Conflicts, and an Effective Date.
Staff recommends approval of Proposed Resolution No. R26-163 and Proposed Resolution No. R26-164.
3. Announcements, Community and Special Events And Presentations
A. Announcement of Senior Prom.
The Boynton Beach Recreation and Parks Department is hosting Senior Prom 2026. This event will be held at 5 p.m. Friday, Sept. 18, at the Arts & Cultural Center, 125 E. Ocean Ave.
Whether you're single or attending as a couple, everyone age 55 and over is welcome to enjoy a night filled with music, dancing, live DJ, and dinner.

Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Commission. Speakers will be limited to 3-minute presentations (at the discretion of the Chair, this 3-minute allowance may need to be adjusted depending on the level of business coming before the City Commission).

A. FY 2025-26 Financial/Budget Status Report for General Fund and Utility Fund To Period 09 ended at June 2026.
Accept the Fiscal Year 2025-26 Budget Status Report of the General Fund and the Utilities Fund to P09 for FY 2025-26, ended June 30, 2026. This financial information is unaudited.
B. Proposed Resolution No. R26-165- Authorization to Reduce Allowance for Uncollectible Accounts and Accounts Receivable for FY2026 Write-Off Process.
Staff recommends approval of Proposed Resolution No. R26-165.
C. Proposed Resolution No. 26-166- Authorizing the City to apply for the 2026 Beautification Grant Program in the amount of $100,000 from the Florida Department of Transportation for the Federal Highway Beautification Project, from E. Martin Luther King Jr. Boulevard to NE 2nd Avenue, and if awarded, authorizing the City to accept the Grant, and enter into a Beautification Grant, Landscape Construction, and Maintenance Memorandum of Agreement between the City and the Florida Department of Transportation, and execute all future documents associated with the grant, subject to the review of the City Attorney's office.
Staff recommends approval of the proposed Resolution No. R26-166.
D. Proposed Resolution No. R26-167- Approving a Maintenance Memorandum of Agreement (MMOA) between the City and the Florida Department of Transportation, and approving a State Highway Lighting, Maintenance, and Compensation Agreement between the City and the Florida Department of Transportation, for streetlight maintenance along state-owned right-of-way corridors within city limits.
Staff recommends approval of the proposed Resolution No. R26-167.
E. Proposed Resolution No. R26-168- Approve Amendment One (1) to an existing Landscape Maintenance Memorandum of Agreement ("MMOA") between the City of Boynton Beach and the State of Florida Department of Transportation ("FDOT") for landscape, irrigation, and decorative hardscape within the FDOT Right-of-Way along North Federal Highway abutting The Pierce project. Proposed Resolution No. R26-169- Approve a Right-of-Way Maintenance Agreement between the City and BB QOZ, LLC for landscape, irrigation, and decorative hardscape within the FDOT Right-of-Way along North Federal Highway abutting The Pierce project.
Staff recommends approval of Proposed Resolution No. R26-XXX and Proposed Resolution No. R26-XXX.
F. Proposed Resolution No. R26-170- Approving the updated Boynton Beach City Library Long Range Plan for Fiscal Years 2026-2031.
Staff recommends approval of the proposed Resolution No. R26-170.
G. Proposed Resolution No. R26-171- Approve the conveyance of four (4) City-owned parcels in the Arden Park Addition and Robert Wells' Subdivision to the Boynton Beach Community Redevelopment Agency by Quitclaim Deed, declare the parcels surplus, and authorize the Mayor to execute the deed.
Staff recommends approval of Proposed Resolution No. R26-171.
H. Proposed Resolution No. R26-172- Ratification of FY 26-27 CRA Budget.

I. Proposed Resolution No. R26-173- Authorizing the City Manager to send a notice of non-renewal of the FlockOS Elite and Flock Safety Program Order to Flock Group, Inc.

7. Consent Bids and Purchases
A. Proposed Resolution No. R26-174- Approve the Second Amendment to the Piggyback Agreement between the City and KONE, Inc., Contract No. 25-066PB, for Elevator, Escalator, and Walkway Maintenance and Modernization Services, Inspection Services and Related Solutions, increasing the annual expenditure from $100,000.00 to a total annual amount of $200,000.00 through the City's current piggyback agreement.
Staff recommends approval of Proposed Resolution No. R26-174.
B. Proposed Resolution No. R26-175- Approve the Third Amendment to the Agreement between the City and ABM Industry Groups, LLC., Contract No. 009-2511-20/RW for Town Square/City Facilities Maintenance Services, increasing the annual expenditure from $359,081.04 to a total annual amount of $374,081.04.
Staff recommends approval of Proposed Resolution No. R26-175.
C. Proposed Resolution No. R26-176- Approve the First Amendment to the Single Source Agreement between the City and The Peterbilt Store South Florida, LLC, for Repair, Maintenance, Parts, and Warranty Services for the City's Peterbilt Trucks, increasing the annual expenditure from $100,000.00 to a total annual amount of $150,000.00.
Staff recommends approval of Proposed Resolution No. R26-176.
D. Proposed Resolution No. R26-177- Awarding Request for Proposal No. 26-053R for Strategic P3 Financial Advisory Services to PFM Financial Advisors, LLC, and approving an Agreement between the City and PFM Financial Advisors, LLC in an annual not-to-exceed amount of $600,000.
Staff recommends approval of Proposed Resolution No. R26-177.

Proposed Ordinance No. 26-025- Second Reading: An Ordinance of the City Commission of the City of Boynton Beach, Florida, Amending Part III, Land Development Regulations, Chapter 4, Article X "Flood Prevention Requirements," Section 1 "General," and Section 5 "Specific Requirements by Type of Improvement or Development," of the City Code of Ordinance to Ensure Compliance with State Statute, Providing for Codification, Providing for Severability, Providing for Conflicts, and Providing for an Effective Date.
Staff recommends approval of Proposed Ordinance No. 26-025, Second Reading.
C. Proposed Ordinance No. 26-026- Second Reading, An Ordinance of the City Commission of the City of Boynton Beach, Florida, approving the abandonment of a portion of a 20-foot alley, within Block 5, lying between Lot 22 and Lots 23-25, inclusive, Lake Addition to Boynton; authorizing the City Manager to execute a disclaimer, which shall be recorded with this ordinance in the public records of Palm Beach County, Florida; providing an effective date; and for all other purposes.
Staff recommends approval of Proposed Ordinance No. 26-026 on Second Reading.
